Consultancy Title: Civil society and gender expert

Introduction
The purpose of this consultancy is to conduct a comprehensive mapping and analysis of feminist and women’s rights organizations in the MENA region.
The mapping will cover a wide range of organizations, including INGOs, NGOs, WROs, and CSOs (women-led), as well as small CBOs and women’s groups, both registered and non- registered, that actively contribute to the civic space in the region.
Purpose
This consultancy aims to produce research that will enable RAWSA to develop more effective policies and strategies.
The research will seek to understand how women, particularly those from minority groups, organize and operate. It will explore the structures of their organizations, their priority areas, how they integrate different themes of work, and how they build connections across various focus areas.
Additionally, the research will examine the strategies these organizations use to secure funding in
a challenging environment.
The study will also delve into how women’s groups, CBOs, and CSOs address specific issues, including climate change, the economic impacts of climate injustice, and their approaches to related strategies, among other topics.
Methodology
This research will employ qualitative tools and techniques to gather and analyze information from organizations that support women’s rights, particularly those representing historically excluded or marginalized women in different regions. The goal is to gain a deeper understanding of the various factors that influence their operations and participation in the civic space across each country in the region:
1. Organization: Examining the organizational models, structures, and priorities of these women’s groups, including the associations, CBOs, and CSOs they form, and the main coalitions or alliances they participate in.
2. Advocacy: Identifying the enablers and barriers that impact their advocacy and campaigning efforts.
3. Funding: Analyzing the most effective funding methods and strategies they employ, as well as the challenges they face in accessing necessary funding.
The suggested countries for this study include Egypt, Libya, Sudan, Tunisia, Morocco, Palestine, and, from the GCC, Oman, Kuwait, and Bahrain.
Consultancy tasks
1. Develop a comprehensive map of targeted organizations, including NGOs, interviewed NGOs, and 30 CBOs across the specified countries.
2. Conduct one-on-one interviews with these organizations to gather insights based on a questionnaire provided by RAWSA.
3. Prepare a final report detailing findings and providing actionable recommendations.
The consultant will collaborate closely with RAWSA’s Partnerships and Programs Manager, who will provide guidance throughout the process and evaluate the outputs.
Consultant Qualifications
A minimum of a Bachelor’s degree in Social Science, Social Work, or Gender Studies (Master’s degree preferred).
• Fluency in Arabic and English; proficiency in French is an advantage.
• Strong research skills.
• Proficient computer skills.
Timeline
The consultancy is expected to span 30 working days over a period of 2-3 months, with a total compensation of USD 1,200. Applicants must be from MENA Anglophone countries. Payment terms will be negotiated with the selected consultant.
Payment
The consultancy is expected to begin at the end of August and conclude by early December 2024.
